Hi, my name is Jon Pearson and I am a Transport and Highway consultant based near Penzance in Cornwall. I am a Fellow of the Institute of Highway Engineers. My main work area is within Cornwall but I also cover Devon and Dorset too. I have over 30 years’ experience transport planning gained mainly through local authority employment in London and Cornwall with 15 years at Cornwall Council. The latter post as Senior Highway Development Control Officer, involved dealing with the highway aspects for all planning applications from a driveway for a single unit up to sites for 300+new homes.
Often the highway authority’s initial concerns or objections are based upon the required visibility splays and site sustainability/accessibility. I can advise on visibility splays, by interpreting Manual for Streets Guidance versus the Design Manual for Roads and Bridges (DMRB) agreeing a suitable level with the highway officer. For larger developments my expert advice widens to include the proposed estate road types, layout, basic surface water drainage options, and suitability for future road adoption as public highway (S38, S278 & APC).
Cornwall Council now require all Workplace and Residential Travel Plans to be registered on their IonTravel automated system which I am able to do for you. I can also act as your Travel Plan Coordinator if required, and provide a Welcome Pack.
Public Inquiries and hearings
I am able to provide planning appeal statements and appear at Hearings or Public Inquiries as your highway expert witness. Obviously it is preferable to avoid this stage of planning and I advocate my earliest involvement in a scheme so possible issues can be identified and addressed even before planning permission is sought. I am able to look at a site for you and give an expert view on highway viability, attend Planning Performance Agreement (PPA) meetings, advise Parish, Town and planning council meetings, attend planning site meetings and present at public consultations and Design Review Panels (DRP’s).

Rural counties in the south west, such as Cornwall, have different highway needs and will not always be able to comply with national highway guidance. With my experience, local knowledge and understanding I am able to interpret Manual for Streets guidance to demonstrate the viability and deliverability of a scheme.
